Old Time Beef Stew

This is the stew from my Móther's time - so delicious!!
Ingredients:
2 lbs stewing beef
3/4 cup flour
1 teaspoon garlic powder
1 teaspoon paprika
2 tablespoons vegetable oil
1 onion, quartered
1 garlic clove, minced
2 cups beef broth or 2 cups bouillon
1 teaspoon salt (to taste)
1 tablespoon lemon juice
1 teaspoon sugar
1 teaspoon worcestershire sauce
1/2 teaspoon pepper
1/2 teaspoon paprika
1 -2 bay leaf
1 dash allspice
6 carrots, cut in pieces
6 medium white potatoes, cut in pieces
1/2 cup cold water
1/4 cup flour
Directions:
1. Combine flour, paprika and garlic powder in a plastic bag. Coat stew beef in flour mixture and brown in hot oil in a large skillet; transfer to the crock pot.
2. Add the remaininig ingredients except for 1/2 cup cold water and 1/4 cup flour.
3. Cook on low for 9-11 hours.
4. About 30 minutes before serving, mix together the flour and cold water; add to the pot. Turn on high and cook until thickened.
