Low-fat Gooey Hot Fudge Cake

I found this recipe five years ago in Cooking Light. Trust me, you will not be able to tell it is low fat. Prepare to see it devoured before your eyes!
Ingredients:
1 cup flour
3/4 cup granulated sugar
3 tablespoons unsweetened cocoa
2 teaspoons baking powder
1/4 teaspoon salt
1/2 cup milk (i use 1%)
1 teaspoon vanilla
1 cup packed brown sugar
3 tablespoons unsweetened cocoa
1 1/2 cups hot water
Directions:
1. Combine the first five ingredients in a bowl and add the milk and vanilla.
2. Spread the batter in an ungreased 9-inch square baking pan.
3. Combine the brown sugar and the other 3 TB unsweetened cocoa and sprinkle over the batter.
4. Pour the hot water over this.
5. DO NOT STIR!
6. Bake at 350 for 40 minutes.
7. Serve warm with light whipped topping.
8. Enjoy with no guilt!
