Italian Stuffed Bell Peppers

This is my mom's recipe. I would boil my peppers to make them softer but I don't stuff the peppers anymore...I cut them up and add them to the rice.
Ingredients:
1 lb ground beef
1/3 cup chopped onion
1 dash salt
1 dash pepper
1 teaspoon oregano
1/2 teaspoon celery seed
1/2-3/4 cup ketchup
1/2 cup uncooked rice
2 cups water
1 dash worcestershire sauce
1 dash tabasco sauce
Directions:
1. Cook in skillet. Let simmer for 1 hour.
2. Place in baking pan. Bake at 350 for 30 minutes. I like to add ketchup on the top before putting in the oven.
