Herbed New Potato Salad

Ingredients:
2 lbs small new potatoes
2 tablespoons red wine vinegar
1 cup sliced celery
1/2 cup scallion
2 tablespoons chopped parsley
2/3 cup plain yogurt
2/3 cup mayonnaise
1 teaspoon dry mustard
1/2 teaspoon salt
Directions:
1. Scrub potatoes well. Boil in just enough water to cover, until just tender; 15 minutes.
2. Drain well and cool.
3. Cut into halves or quarters. Place in a large bowl.
4. Sprinkle with vinegar and toss to combine. Let stand 10 minutes, tossing a few times.
5. Add celery, scallions and parsley.
6. In a small bowl, mix together yogurt, mayonnaise, dry mustard and salt. Add potatoes and toss to coat well.
7. Cover and refrigerate at least 2 hours before serving.
