non-stick cooking spray
2 cups shredded mexican cheese blend

1 tablespoon gourmet garden garlic blend
1/2 cup chopped fresh cilantro
1/2 cup sliced scallions
4 fresh jalapenos, cored, seeded and minced
1 (8 ounce) package cream cheese, cubed
2 eggs
1 (12-ounce) can evaporated milk
