Creamed Pearl Onions And Peas

I love creamed peas and my dad loves creamed onions, so I combine the two. You can use sweet onions and just slice them into rings if you don't have pearl onions.
Ingredients:
3/4 to 1 cup white pearl onions or thinly sliced onion rings
1 1/2 cups water
1 teaspoon salt
1 1/2 to 2 cups frozen peas
2 tablespoons butter
1 tablespoon flour
dash salt
dash pepper
dash nutmeg
1/2 cup heavy cream
Directions:
1. Combine onion rings, water, and 1 teaspoon salt in saucepan.
2. Bring to a boil and boil for 7 minutes.
3. Add peas and cook for 5 minutes longer, or until peas are just tender. Drain and reserve 3/4 cup of the cooking liquid.
4. In a saucepan, melt butter over medium-low heat.
5. Add flour and seasonings, stirring until smooth and bubbly.
6. Add the cream and reserved liquid from vegetables.
7. Cook, stirring constantly, until thickened.
8. Add the vegetables and heat through.
