1. Cream butter and sugar. 2. Stir together dry ingredients and stir into creamed mixture. Add oats and 1 Tbsp water. Mix til crumbly. 3. Firmly pat half of mixture into greased 13x9" pan. Spread with Raisin Filling (below). 4. Mix remaining crumbs and 1 Tbsp water. Spoon over filling and pat smooth. 5. Bake at 350 degrees for 35 min. Cool and drizzle with Cinnamon Icing (below). 6. Raisin Filling: 7. /4 cup sugar 8. Tbsp cornstarch 9. cup water 10. cups raisins 11. Cook over medium heat til thickened and bubbly. Cool. 12. Cinnamon Icing: 13. cup confectioner's sugar 14. /4 tsp cinnamon 15. Tbsp milk
