Cincinnati Chili Hot Dog Sauce

This came from Best Chili Recipes. I haven't tried this, saving for future use.
Ingredients:
2 lbs ground beef
5 bay leaves
40 whole allspice
2 large onions, chopped
1 garlic clove
1 1/2 teaspoons vinegar
8 ounces tomato sauce
1 teaspoon cinnamon
1 teaspoon red pepper
1/4 cup chili powder
2 dashes worcestershire sauce
1 quart water
Directions:
1. Brown and drain the beef.
2. Place spices in a tea bag or tea ball.
3. Combine all ingredients in a large pot. Bring to a boil; reduce heat and simmer for 3 hours or cook in a pressure cooker 1 hour.
4. Serve over hot dogs with onions and cheddar cheese.
