Chinese Beef & Rice

Old time recipe I've had for years. This recipe does not have eggs in it and uses ground beef.
Ingredients:
1 1/3 cups rice
1/4 cup vegetable oil
1 teaspoon salt
3 cups boiling water
2 beef bouillon cubes
1 tablespoon soy sauce
1 teaspoon soy sauce
1 lb ground beef
2 medium onions, chopped
4 celery ribs, chopped
2 green peppers, chopped
Directions:
1. In a large skillet, cook the rice in oil over medium heat, stirring, until golden brown.( About 7 minutes.).
2. Add salt, water, bouillon and soy sauce.
3. Cover tightly and simmer 20 minutes.
4. Brown ground beef. Drain.
5. Stir meat, onions, celery and green pepper into rice.
6. Cover and simmer 10 minutes longer or until all liquid is absorbed and rice is tender.
