Black Eyed Pea Salad With Basil Vinaigrette

This is from my recipe files. My notes say it is served for Kwanzaa.
Ingredients:
1 cup black-eyed peas
3 tablespoons cider vinegar
2 tablespoons fresh basil, chopped
2 garlic cloves, crushed
1 teaspoon sugar
1/4 teaspoon black pepper
1 medium onion, chopped
2 celery ribs, chopped
1 red bell pepper, chopped
Directions:
1. Whisk together dressing ingredients.
2. Toss with beans and vegetables. Serve chilled.
