Beef N'Potato Bake

This is a nice quick casserole. I don't particularly like mixed veggies, but this combination won me over.
Ingredients:
4 cups frozen hash browns, thawed (i used the shredded kind)
3 tablespoons vegetable oil
1/8 teaspoon pepper
1 lb ground beef
2 packages brown gravy mix
1 cup water
1/2 teaspoon garlic salt
1 (10 ounce) package frozen mixed vegetables
1 cup shredded cheddar cheese
1 can fried onions
Directions:
1. Preheat oven to 400 degrees.
2. In a shallow 1 1/2 quart baking dish, combine oil, hash browns and pepper.
3. Press firmly to sides and bottom of dish.
4. Bake uncovered 400 degrees for 15 minutes.
5. Brown beef, drain.
6. Stir in gravy pkgs, water, garlic salt.
7. Bring to boil.
8. Add veggies and reduce heat and cook for 5 minutes.
9. Stir in 1/2 cheese and 1/2 can fried onions.
10. Bake 15 minutes 350 degrees.
11. Sprinkle remainder of cheese and onions on top and bake another 5 minutes.
